How do you call The Netherlands Antilles (St. Maarten) from Cortona, Italy?

Ive tried like everything..with +, and without. Im trying to call a cell phone. Everytime i get this italian operator or an italian message. I can receive calls fine..i just cannot call out. I have a global cell phone..so its just the number that im dialing that is the issue. i think the area code of St. Maarten is 599..please help me fast.

    Isn’t there a country code that needs to be input…for example the U.S. code is 1.

    The country code insted of remember international code which is 00 then you have to add the local number.
