I’m going to be with 2 friends and we are super low maintenance. Any other info on where to go and what to do would help. Thanks!

Ive tried like everything..with +, and without. Im trying to call a cell phone. Everytime i get this italian operator or an italian message. I can receive calls fine..i just cannot call out. I have a global cell phone..so its just the number that im dialing that is the issue. i think the area code of St. Maarten is 599..please help me fast.
